The Metropolitan Water District of Southern California is a consortium of twenty-six cities and water districts that provides drinking water to nearly 19 million people in Southern California. Job Summary

This position will report to the General Counsel and will have the opportunity to work in an invigorating, collaborative and challenging legal environment as a member of a highly professional and effective team of 20 attorneys plus paralegals and support staff, providing a variety of legal services in many different areas.

SUMMARY
This Senior Deputy General Counsel serves as a legal expert for and on behalf of Metropolitan, and is responsible for safeguarding and enhancing Metropolitan’s rights, entitlements, interests, and assets. The job duties and minimum qualifications for the Senior Deputy General Counsel position in general are described below. For the posted position, the ideal candidate will have knowledge and directly related experience in environmental litigation, natural resources, and/or water law as well as knowledge and experience in California water resource issues including those relating to the Law of the Colorado River and the California State Water Project. Knowledge of public agency laws such as the Brown Act and the California Public Records Act and experience working in or for the public sector providing legal advice to and working with boards, committees or legislative bodies, including serving as counsel during public meetings and hearings, is preferred. The Senior Deputy should feel comfortable handling litigation in a variety of substantive areas and be willing to learn new matters. The Senior Deputy needs to work well with others, both internally and externally, and be comfortable working as part of a team. May act as a lead coordinating and reviewing work assignments of employees and outside counsel performing the same general work on a day-to-day basis.

JOB DUTIES
1. Takes lead role in performing complex legal assignments, including document preparation, negotiations, litigation and appeal, in a wide range of highly complex legal specialties that may include water, environmental, natural resources, public finance, public contract, construction, labor, property, power, and/or tort law.

2. Advises the General Counsel, senior management and Metropolitan’s Board on highly complex agreements, negotiations, administrative proceedings, and litigation in respective areas of expertise; performs, and may manage, legal analyses of issues related to areas of expertise; assists General Counsel and management with development of viable courses of action to achieve appropriate management decisions and protect Metropolitan’s interests.

3. Manages an area or areas of legal expertise within the Legal Department and may manage outside counsel and experts in the preparation of materials, documents, and plans related to legal assignments to ensure that the presentation of Metropolitan’s position is complete, accurate, legally sound, and supports near and long-term strategic objectives.

4. Prepares and presents information to the Board, in written form and/or by spoken presentation, on more complex legal matters; conducts legal research and prepares written legal opinions on more complex legal issues responding to questions from staff and the Board.

5. Coordinates activities related to legal assignments with internal and external contacts (including other Legal Department staff and management) to ensure that preparation, negotiations, administrative proceedings, and litigation occur in a timely manner and that Metropolitan’s interests are protected.

6. Reviews, analyzes and drafts legislation in areas of expertise and prepares responses to legislative and regulatory proposals to promote laws, legal interpretations, and regulations that are in Metropolitan’s best interest. May draft resolutions for the Board and amendments to Metropolitan’s Administrative Code and reviews contracts, operating policies, standards, and procedures for compliance with internal guidelines and objectives and conformity with applicable laws and regulations.

7. Serves on ad hoc and formal committees and task forces related to areas of expertise. Represents Metropolitan’s interests in a collaborative, informed, and timely manner.

8. Provides guidance and legal expertise to other employees and external representatives to ensure that actions taken are in compliance with objectives, guidelines, legal requirements, precedents, and policies; assists in the performance of administrative duties related to budget development and administration, approval of Board Letters, and preparation of annual business plans for Legal to ensure timely and cost-effective accomplishment of administrative activities.

9. Performs other related job duties as required.

Job Requirements

Directly related law practice experience includes but is not limited to: experience in environmental litigation, natural resources, and/or water law; experience in California water resource issues including those relating to the Law of the Colorado River and the California State Water Project.

Duties

At the entry level of this position, you will:

Position Description: The Legal Fellowship is a paid, one-year appointment, with the possibility of an additional year if both parties agree. The Legal Fellow will be primarily based in the Hawaii office, with the possibility of short-term travels and training to our San Francisco, California or Portland, Oregon offices to work alongside the legal team on litigation in federal and state court, including appeals courts. Associate Attorney: Charleston, SC (Immediate Opening/Fall 2017)

The Southern Environmental Law Center is accepting applications for an associate attorney position in its office in Charleston, South Carolina. Start date is as soon as possible, although we are also accepting applications from candidates who would not be able to start until summer/fall 2017. This is an excellent opportunity to be part of an organization that is successfully addressing some of the most important and challenging environmental issues in the Southeast and the nation. Associates gain valuable experience and knowledge working with more senior attorneys on litigation and legal advocacy in state and federal courts and before regulatory agencies. The term for this associate position is two years with the option for a third year.

Qualifications and Compensation:

These entry-level positions are open to recent law graduates and practicing attorneys. A strong academic background and commitment to SELC’s mission are required. Litigation experience or background in environmental law preferred. Salary is $64,000 – 70,000 depending on experience and includes an excellent benefits package. Job Summary: The Center for Animal Law Studies and the Animal Law Clinic at Lewis and Clark Law School are pleased to announce a new two-year fellowship. The Animal Law Clinic is launching the Aquatic Animal Law Initiative (AALI) and is looking for an experienced attorney. The fellow will report to the Clinic’s director, Kathy Hessler, and will work closely to support AALI and program innovation. This will include creative and high level case development and management, outreach efforts to stakeholder communities, and clinic curriculum development. The fellow will also work with students to develop their skills, and provide strategic leadership for growth and development, including fundraising.

The Center for Land, Environment, and Natural Resources (CLEANR) at the UC Irvine School of Law seeks an Environmental and Land Use Fellow to help develop the Center’s programming and conduct legal research and writing on cutting-edge environmental law issues.

Working under the supervision of the Center’s Faculty Director, Advisory Committee, and staff attorney, the Environmental and Land Use Fellow will help in the development of the Center’s research, educational, and public engagement programming. As part of the Center’s innovative Workshop Roundtable Series, the Fellow will engage in policy-relevant legal and social science research and writing on a range of emerging environmental legal issues; communicate and work with expert workshop participants; and help in the organization of dialogue sessions. This is a one-year, non-renewable position.

CLEANR promotes scholarship, education, community outreach, and public engagement on environmental health, pollution control, land use, natural resources, public lands, marine protection, food security, and energy law. The Center builds on UCI Law’s strong environmental faculty, its Environmental Law Clinic, and the University’s and Law School’s commitment to the interdisciplinary study of environmental problems.

The Center seeks to:

  • Support interdisciplinary research aimed at revealing and addressing intractable environmental problems;
    • Create programs and other educational opportunities through which to disseminate information and facilitate dialogue about environmental issues;
    • Build advocacy networks among academics, students, activists, and policy makers that will play a leading role in framing debates, developing solutions, and challenging existing policies and practices where they fall short in protecting the environment;
    • Involve and engage UCI Law students in these research, educational, and public engagement activities;
    • Increase dialogue and promote collaboration among stakeholders about concrete conflicts over land use or environmental issues locally and globally; and
    • Build collaboration and synergies with other centers and initiatives at UC Irvine.

Center programming has included public, practitioner-focused and interdisciplinary conferences; a speaker series; a literature and film series; an international interdisciplinary summer institute for future sustainability leaders. In addition, the Center has developed a workshop round table series that convenes a wide range of leading policymakers, legal practitioners, activists and researchers from governmental agencies, industry, and non-governmental organizations to produce action-oriented policy papers, propose legislation, and complete important academic research.
